A former Royal Australian Navy officer turned civil servant, his main interests in LDS scholarship pertain to Book of Mormon geography. His qualifications include a Bachelor of Applied Science - Environmental (University of Canberra) and Master of Environmental Law (Australian National University). He has worked with Australia's federal government, the United Nations Environment Programme (UNEP) and the International Atomic Energy Agency (IAEA). He is presently Director of the IAEA Environment Laboratories in Monaco. He also serves as President of the Shim Hill Education Foundation, a Utah-registered 501(c)(3) charity providing financial assistance to secondary school students from impoverished communities in Africa. He served a mission in the New Zealand Christchurch Mission and has served as a Bishop or Branch President on three occasions. He is currently a counsellor in the bishopric. He and his wife Ingrid have four children.
